By-Laws
& Policies
The following policies & by-laws were adopted
by unanimous vote on January 5, 2008.
Mission Statement
The Friends of the Roy City Library is organized to lend a helping hand
and provide volunteer support to the Roy City Library.
The Friends help provide service, books, materials and equipment that
are beyond the ordinary library budget.
The Friends work in the community to explain and promote the library's
goals.
The Friends co-sponsor many library activities, programs and events.
The Friends group is organized to support and promote the Roy City Library's
services and programs through volunteer efforts that advocate the important
role of the public library in our community.
The Friends work to increase public awareness of the library's resources
for the community and to assist the library's ability to serve the community.
Contract of Support
Friends of the Roy City Library and Roy City Library
We, the Friends of the Roy City Library, a non-profit 501(c)3 organization,
do hereby agree to provide financial support for the library through membership
fees, donations and fundraisers. Said financial support will be designated
by the Friends group for the purchase of new books, materials, and equipment
as needed by the Roy City Library. We will also provide support to the
library staff by organizing various interest groups such as children,
adults, seniors and young adults. Finally, we will provide support to
the library staff as volunteers when needed.
In return for this support, the Roy City Library staff agrees to attend
monthly Friends meetings and fundraising programs throughout each year
that the Friends of the Roy City Library is in existence. Further, the
library staff agrees to provide the Friends group with input about the
direction and needs of the library on a regular basis.
Possible Activities of the Friends
of the Roy City Library
Purposes: To raise funds and promote the library in the community.
Used book sales:
- To dispose of discarded books and other materials no longer needed
in the library's collection.
- Carts of sale materials will be available to the public in the library
during all open hours, special events and meetings.
- Larger-scale book sales will be scheduled at least once a year, as
determined by the membership at regular meetings.
Other possible fundraisers:
- Car washes
- Raffles
- Bake or craft sales
To be scheduled by the membership at regular meetings.
Co-sponsored Community Events:
- December Open House
- Birthday/Anniversary Parties
- Storytelling Time, Summer Programs
To provide fun family activities that promote ownership in the library.
To acquaint residents and non-residents with information about the services
offered by the library. To be scheduled by the membership at regular meetings.
By-laws, Article 1: Name and Purpose
Section 1: This Organization will be known as the Friends of the Roy
City Library.
Section 2: The purpose of this Organization will be to support the Roy
City Library. Support may include, but is not limited to:
a) purchasing new books, supplies and equipment;
b) providing support for library activities;
c) accepting donations to include cash and gifts in kind;
d) fundraisers, and;
e) fostering good public relations between the community and the Library.
By-laws, Article 2: Meetings

approved as writen at the 09/04/07 membership meeting]
Section 1: A regular membership meeting will be scheduled once per month.
Section 2: The order of business for regular meetings will include, but
is not limited to, the following items:
1) Call meeting to order;
2) Disposition of minutes of previous meeting;
3) Financial report; action on financial obligations;
4) Reports of Committees;
5) Report from Library Director;
6) Correspondence;
7) Unfinished/Old business;
8) New business;
9) Public discussion; and,
10) Adjournment.
Section 3: Special meetings may be called when needed by any active member.
All elected officers must be notified at least 24 hours in advance. Other
members may be notified if time allows.
Section 4: A quorum for the transaction of business during regular and
special meetings will consist of five (5) active members, to include at
least two (2) elected officers.
Section 5: Any active member may entertain or second a motion at regular
or special meetings. Motions are carried or lost by majority vote of all
members present.
By-laws, Article 3: Membership
Section 1: Anyone wishing to join the Friends Organization
may do so. Anyone who donates to and supports the Friends Organization
will be considered a member.
Section 2: Dues, payable in January of each year, are as follows:
Senior/Student - $2.00 per year
Individual - $3.00 per year
Family - $7.00 per year
Lifetime - $100.00
Community/Business Sponsor - $25.00
Senior is defined as 55 years of age or older. Student
is defined as anyone enrolled in school. Family is defined as up
to five people in one household.
Section 3: There are two classifications of membership, active and inactive.
Active Friends members are willing to attend meetings, make decisions
by exercising voting privilege, and participate in various activities
and fundraisers.
An inactive membership is available for those people who
wish to support the Friends by paying membership fees but do not necessarily
wish to participate as active members of the group.
By-laws, Article 4: Officers
Section 1: The elected officers of this organization will
be President, Vice-president, Secretary and Treasurer, known as the Executive
Committee. Other officers may be appointed as deemed necessary by majority
vote of active members at any meeting. Any elected officer not attending
three consecutive meetings without notification may be replaced if deemed
necessary by majority vote of active members at any meeting.
Section 2: Duties of the officers shall be as follows:
President: Preside over meetings, authorize calls for special meetings,
appoint committee chairpersons, and perform all other duties associated
with that office.
Vice-president: In the event of the absence of the President, the
Vice-president shall assume and perform the duties and functions of the
President.
Secretary: Keeps a true and accurate record of all proceedings
of regular meetings and takes care of all correspondence.
Treasurer: Will collect, bank, record and disburse monies. The
Treasurer will also prepare a budget as deemed necessary by the Officers.
By-laws, Article 5: Elections
Section 1: The term of office for each officer will be one
(1) year. Officers can be reelected.
Section 2: Nominations will be made in November of each year. Elections
will be held in December. Installation of Officers will be in January.
These dates may be modified when deemed necessary by majority vote of
active members at any meeting.
Section 3: Nominations may be made from the floor. Elections will be
conducted by written ballot. If only one individual is nominated, then
a show of hands will be the only vote needed.
By-laws, Article 6: Finance
Section 1: This Organization will keep a General Fund for the purpose
of conducting regular Friends business and for the purchase of books and
other items necessary to further the enhancement of the library.
Section 2: Monies earned through fundraisers will go into a designated
fund determined at the time of the fundraiser by a majority vote of active
members at any meeting.
Section 3: All donations of cash, books, equipment and other materials
to the library will be accepted for the Friends Organization at the discretion
of the library director.
By-laws, Article 7: Amendments
Section 1: These by-laws may be amended at any regular meeting with the
unanimous vote of all members present, providing that the proposed amendments
have been presented for action at a previous meeting and stated in the
agenda for the current meeting.
Section 2: A copy of the by-laws will be available to each member.
Section 3: These by-laws will be reviewed no less than every two (2)
years. At the time of the review, they will be republished.
By-laws, Article 8: Dissolution
Section 1: The dissolution of this organization can only occur after
presentation to the membership at three regular meetings.
Section 2: In the event of dissolution, any funds remaining in the general
fund after all Friends obligations have been met will be spent on items
needed by the Roy City Library.
By-laws, Article 9: Parliamentary Authority
Section 1: Roberts Rules of Order will be the parliamentary authority
on all matters not covered by these by-laws.
